London has beaten some of the world’s most famous cities to take the top spot in a major new global ranking

London has officially been crowned the best city in the world for culture in 2026, beating the likes of Paris and New York in a major global ranking. The capital took the top spot in Time Out’s Best Cities for Culture 2026 list, which surveyed more than 24,000 people across 150 cities worldwide alongside a panel of over 100 Time Out editors and cultural experts.

The ranking combined local sentiment and expert analysis across several categories including affordability, quality of arts and culture, sense of community and the strength of each city’s cultural programme in 2026.

London was praised for its “world-class” museums and galleries, many of which are completely free to visit, as well as its thriving theatre scene, live music venues and constantly evolving cultural spaces. According to the ranking, London earned a huge 95 per cent expert rating and near-unanimous praise from locals, with 99 per cent of Londoners describing the city’s arts and culture scene positively.

The report highlighted the newly opened V&A East and V&A East Storehouse in East London, as well as the highly anticipated reopening of the Museum of London in Smithfield later this year. Time Out said: “No other city offers so many elite galleries and museums that are entirely free to visit – and new ones, all free and world-class, are still appearing all the time.”

The capital’s West End theatre district also received special praise, with the study noting its “A-list acting talent”, while comedy nights and live music spanning everything from avant-garde jazz to hyper-pop and death metal helped cement London’s position at number one.

London also scored highly for theatre, museums and galleries, while 60 per cent of locals surveyed even described the city’s cultural offering as affordable despite London’s reputation as one of the world’s most expensive cities.

Paris came second in the rankings thanks to its globally renowned arts scene and major exhibitions planned for 2026, including shows dedicated to Matisse and Art Deco. The French capital was the only city to receive a perfect culture score from locals, with 100 per cent praising its arts and culture scene.

New York City placed third, with major exhibitions at the Metropolitan Museum of Art, MoMA and the Brooklyn Museum helping secure its place among the world’s leading cultural capitals. Berlin and Cape Town rounded out the top five.

The full top 10 list was:

  1. London, United Kingdom
  2. Paris, France
  3. New York City, United States
  4. Berlin, Germany
  5. Cape Town, South Africa
  6. Melbourne, Australia
  7. São Paulo, Brazil
  8. Madrid, Spain
  9. Florence, Italy
  10. Kraków, Poland

Justine Simons OBE, London’s Deputy Mayor for Culture and the Creative Industries, said: “What makes London special is that culture here is both world-class and accessible – powered by the diversity, talent and communities that shape the city every day.

“Big cities like London can be lonely places, but culture offers us human connection. Whether it’s live theatre, music, dance floors or community workshops, culture brings people together, revitalises neighbourhoods and creates civic pride.”

Grace Beard, Travel Editor at Time Out, added: “One of the best things about city life is having world-class art and culture on your doorstep, and Time Out’s Best Cities for Culture with Intrepid Travel celebrates the innovation, creativity and legacy of today’s cultural capitals.”
