Is it a Banksy?
The question doesn’t really matter. Whoever placed this fake statue on Waterloo Place certainly has chutzpah. (Assuming it was put their unofficially rather than as some kind of oddball marketing campaign… you never know in London.)

The satirical statue, which depicts a man marching along with a massive flag in his face, appeared outside the Athenaeum Club on Waterloo Place earlier today (29 April 2026).

The mocking of authority smacks of Banksy and, indeed, the artist’s name is at the base of the plinth. However, he has yet to claim ownership of the work.

The work, which includes the plinth as well as the sculpture, is one of the largest bits of guerrilla art we’ve encountered in London. It’s particularly impressive given the location in St James’s, an area known for its posh shops and gentleman’s clubs.
