Those at the event, or from nearby properties, boats and barges, who witnessed or have CCTV of what happened are asked to contact the IOPC
The man who died at Notting Hill Carnival after entering a canal during a police chase has been named. Karnell Kelly, aged 25, died after entering a canal after a police chase during the event.
He was wearing a face covering when he approached the event via Harrow Road. Police stopped him at around 3.20pm on Sunday (August 31), but Karnell ran away. Police then gave chase via Hormead Road, according to the police watchdog. The IOPC didn’t specify why or how Karnell ended up in the water, but it clarified that officers and other partygoers pulled him out. Officers gave emergency first aid at the scene.
He later died in the hospital and the cause of death has not been revealed. The IOPC asked people not to speculate about or share footage of Karnell’s last moments.
Amanda Rowe, IOPC director of engagement, said: “Our thoughts are with the family and loved ones of Karnell Kelly and everyone affected by his death.
“We need to independently establish the exact circumstances of this incident given that he has died following an interaction with police officers.
“We are therefore appealing for anyone who may have witnessed and/or videoed any part of the incident to make contact with our investigators by email: [email protected].”
Those at the event, or from nearby properties, boats and barges, who witnessed or have CCTV of what happened are asked to contact the IOPC.
The watchdog said they were notified by the force on Monday. They took initial accounts from 10 officers who are being treated as witnesses. On Wednesday (2 September), divers from the Met’s Marine Policing Unit searched that area of the canal as Mr Kelly, and a Met officer, sustained injuries while in the water and they are trying to establish the cause.
They have met with Mr Kelly’s family to explain their role and will keep them regularly updated throughout our investigation, which is at an early stage.
